The Continuum of Need (CON) and Thresholds Guidance

The CON provides guidance on assessment and planning procedures at each level to meet or prevent the escalation of need or support de-escalation from statutory services.  It supports practitioners in determining how their service can best support and work with families.  The CON was refreshed and simplified in July 2016, and further revisions have been made in July 2017 to allow for a consistent "windscreen" across Pan-Lancs (these changes did not affect the levels or principles of the CON, but introduced minor changes to the visuals.)

The Thresholds Guidance sets out the 'Levels of Need' experienced by children, young people and families in Lancashire and should be used in conjunction with the CON.  The Guidance highlights and supports the emphasis on assessment, risk and planning when working with a family and focuses on empowering families by working alongside them building resilience.
